A new independent report from a congressionally appointed panel of retired senior military officers criticizes Iraq's "dysfunctional" Interior Ministry, noting rife sectarianism and corruption. An independent commission established by Congress has found that the Defense Department is not adequately equipping and funding the National Guard. Roughly 90 percent of U.S. National Guard units are designated "not ready." Incoming Speaker Nancy Pelosi has announced that the Democrats plan to form a new House intelligence committee based on recommendations of the 9/11 commission.
