The Senate plan will fund the government through January and raise the debt limit until Feb. 7 (setting up a new round of drama). The sequester cuts, which Democrats had tried to negate, will go ahead, a minor victory for Republicans. But there will be no cutting of the Affordable Care Act, meaning this whole shutdown effectively resulted in nothing but the suffering of ordinary and poor Americans.

White House Press Secretary Jay Carney said that Mr. Obama “believes this agreement achieves what’s necessary in terms of reopening the government and removing the threat of default” and applauded Reid and McConnell’s efforts.
The legislation will instruct instruct Congressional leaders to name negotiators to a group, led by Sen. Patty Murray, D-Wash., and Rep. Paul Ryan, R-Wis., that will craft a larger budget deal due in December.
