At 14.1 percent, Michigan's unemployment rate is the highest of any state. So it was a fitting setting for the president to announce his plan to spend $12 billion retraining the unemployed in community colleges. This plan would be a lot more exciting if its budget didn't inevitably have to be compared with the trillions we've thrown at lousy banks.

Here’s another storm cloud, while we’re on the subject: Unemployment is expected to go up before it goes down.
But it’s nice to see some attention being paid to the growing horde of out-of-work Americans.

Watching the unemployment rate continue to climb despite his efforts to stop it, President Barack Obama on Tuesday proposed a $12 billion investment in the nation’s two-year colleges to help train millions of unemployed people for jobs he says will be created once the economy turns around.
