At 14.1 percent, Michigan’s unemployment rate is the highest of any state. So it was a fitting setting for the president to announce his plan to spend $12 billion retraining the unemployed in community colleges. This plan would be a lot more exciting if its budget didn’t inevitably have to be compared with the trillions we’ve thrown at lousy banks.

AIG alone got about 15 times as much money after it helped wreck the world economy.

Here’s another storm cloud, while we’re on the subject: Unemployment is expected to go up before it goes down.

But it’s nice to see some attention being paid to the growing horde of out-of-work Americans.

Watching the unemployment rate continue to climb despite his efforts to stop it, President Barack Obama on Tuesday proposed a $12 billion investment in the nation’s two-year colleges to help train millions of unemployed people for jobs he says will be created once the economy turns around.

Obama flew to Michigan, a state with the worst unemployment rate in the country, at 14.1 percent, to make the announcement at Macomb Community College.
