Deborah Palfrey, the alleged head of a multimillion-dollar prostitution service in the nation’s capital, says she plans to call on high-profile clients to testify at her trial.

Last week a deputy secretary of state who had called for cracking down on global prostitution admitted he was a client of her escort service and resigned.

Palfrey, who maintains she ran a legal sexual fantasy and escort business, has also said a military strategist who helped come up with “shock and awe” was a client.

Before he stepped down, Mr Tobias ran the Bush administration’s programme to crack down on prostitution worldwide.

He was also criticised in his role as US Global Aids co-ordinator when he advocated partner fidelity and abstinence, instead of condoms, to help limit the spread of the HIV virus.

Another man alleged by Ms Palfrey to be a “regular customer” is the military strategist, Harlan Ullman, who helped develop the doctrine of “Shock and Awe”.
