Pennsylvania Judge Refuses to Block Voter ID Law

A Pennsylvania judge said he would not halt a strict new voter identification law that critics say could effectively disenfranchise nearly 10 percent of the population and disproportionally affect the young, the elderly and the poor in the state’s urban areas.
