After hundreds of children died in weather that has gripped Peru and plunged temperatures to 50-year lows, the country has declared a state of emergency. The declaration will provide funds intended to lessen additional casualties.

The National Oceanic and Atmospheric Administration has declared this winter the warmest on record for the Northern Hemisphere. So far, 2007 appears likely to rank as the warmest overall year. Annual temperatures have broken the record in 10 of the last dozen years.

Last month Arctic sea ice shrunk by an area the size of Alaska when compared to historical averages, according to a new study by the National Center for Atmospheric Research. By 2040, summer ice could disappear altogether.
