The office of the attorney general of Israel intends to charge President Moshe Katsav with rape and abuse of power. He will be allowed to present his case before charges are filed. Katsav has indicated he might resign if indicted.

Israeli police have found sufficient evidence to charge President Moshe Katsav with multiple acts of rape and sexual harassment.

The specifics of this case are made more sickening by the fact that they did not occur in a vacuum. Several cases of U.S. forces killing unarmed Iraqi civilians are pending in military courts, and they have badly mangled America’s already bad image in the region.

Iraq will ask the United Nations to end immunity from local law for U.S. troops, reports Reuters. Iraq’s human rights minister says the lack of enforcement of U.S. military law has led to crimes like the rape-murder allegedly committed by five U.S. soldiers.

The 21-year-old former Army private first class was recently discharged because of a “personality disorder.” Four other members of his former platoon are also implicated in the killing of the Iraqis and are being held at a U.S. base in Iraq.

The accused soldiers belong to the same platoon that recently saw two of its members abducted, tortured and beheaded by Iraqi. It is unclear whether there is any connection between the killings.

The number of rapes per capita has dropped by more that 85% since the 1970s, and reported rape decreased even with other violent crime on the rise, according to federal crime data. Some criminologists say these numbers might be a statistical mirage, but most are convinced that the numbers indicate a real decrease in sexual violence. Rape remains the most underreported of crimes.

In signing a bill intended to ban almost all abortions in the state, Gov. Mike Rounds is directly challenging the Supreme Court’s 1973 Roe v. Wade ruling, hoping that a more conservative court will revisit the issue. (The South Dakota bill is particularly draconian: It makes no exceptions for rape or incest.)
The N.Y. Times reports that parental-notification laws do little to discourage abortions or pregnancies.
