Gilberto Valle.

Authorities have arrested and charged a 28-year-old New York Police Department officer who is accused of planning to kidnap, cook and eat up to 100 women, including his girlfriend. The NYPD says it has suspended Gilberto Valle, who has been with the department for six years, without pay.

WABC-TV:

Valle is described as quiet by his neighbors, but investigator say he wanted to be a kidnapper and cannibal. He’s charged with conspiracy to abduct, torture, rape, cook and eat women. Neighbors say he’s lived in a sixth-floor apartment for about a year in Forest Hills, Queens.

Prosecutors say he illegally accessed a federal database to create a profile of 100 potential victims.

They say he then planned to sell the information and for $5,000, use chloroform to help like-minded buyers kidnap women for themselves.

The criminal complaint against Valle features emails and instant messages of conversations with two co-conspirators, along with a computer file detailing how to kidnap and cook women (called “Abducting and Cooking [The Victim]: A Blueprint”).

Here’s a sampling from the records:

VALLE: I was thinking of tying her body onto some kind of apparatus ... cook her over a low heat, keep her alive as long as possible.

VALLE: I love that she is asleep right now not having the slightest clue of what we have planned. Her days are numbered. I’m glad you’re on board. She does look tasty doesn’t she?”

VALLE: It is going to be so hard to restrain myself when I knock her out, but I am aspiring to be a professional kidnapper and that’s my business. But I will really get off on knocking her out, typing up her hands and bare feet and gagging her. Then she will be stuffed into a large piece of luggage and wheeled out to my van.

CC-2: just make sure she doesn’t die before I get her.

VALLE: No need to worry. She will be alive. It’s a short drive to you. I think I would rather not get involved in the rape. You paid for her. She is all yours and I don’t want to be tempted the next time I abduct a girl.
