Moscow Subway Explosions Kill 38 (Update 2)Posted on Mar 28, 2010
This item has been updated. Two separate explosions in the Moscow subways killed at least 38 people, according to Russian officials. One of the blasts occurred at a station beneath the headquarters of the Russian security service. Officials said two women suicide bombers carried out the attacks, though no group has yet claimed responsibility. Russian Prime Minister Vladimir Putin promised that “Terrorists will be destroyed.”

The elections were two years ago. You need to update your question to “Where was Obama?”
Or maybe “Where was Biden?”, if you think the VP inherited the duties. But, more likely having a VP with real duties was a special case of the Bush era.
The only people who need to ask “Where is Cheney?” these days are his hunting partners.
