The going theory about the Tyrannosaurus rex, in case you didn’t know, had been until very recently that this famous mega-dinosaur sported stumpy little arms as an evolutionary adaptation related to its jumbo body size. Then a fossil of Raptorex kriegsteini—perhaps 1/100th the size of T. rex, its descendant—came along and upended that notion with its own disproportionately puny forelimbs. —KA

No, too large unless you mean the smaller Raptorex then maybe. But how would you control them?
There are some scientists now seeing if they could re-create a dinosaur by re-activating the ancient reptile and dino genes in birds. Say use a Casowary or one of the other bipedal ground birds as a template. It could be done with just a control over which genes to turn on and off and at what time. From a lizard tail to less feathers and more scales to changing the articulation of the wings to more resemble clawed hands! Wish I could do that.
