Here is a definitely overpopulated country, whose population is driven by poverty, unemployment, and the lack of medical care and education for its young, into making a desperate deadly crossing into the USA for sweatshop work, and THIS is what it decides is a good social program!
The world everywhere is run by and for aging males. Unfortunately, they can’t see beyond their own noses - no make that penises.

If the old guy is horny who is he going to sleep with? If a pro - you are introducing a STD vector to the senior population—note articles on STD’s raising fastest in the US over 60 population.
Maybe the old women are not up to “Happy” old men?
So how about medications for illness that the entire population could use? Diabetes? Heart meds? Anti-biotics?
