Bush’s spokesman tacitly admitted that Bush lied to the press about the timing of Treasury Secretary John Snow’s departure in order not to upset the markets.

On May 25th, President Bush said that Treasury Secretary John Snow had not given him any indication that he was leaving soon:
PRESIDENT BUSH: Secretary of Treasury Snow?
Q: Has he given you any indication he intends to leave his job any time soon?
PRESIDENT BUSH: No, he has not talked to me about resignation. I think hes doing a fine job.
In fact, not only had Snow indicated he was leaving, President Bush had already settled on his replacement. Today, Tony Snow said that Hank Paulson was offered the job on May 20 and accepted a day later:

He still lies outwardly and when he tries to take a position on anything. Just two weeks ago, he lied when he said that we need medical malpractice reform to help keep down the cost of healthcare. That was two days after the Congressional Budget Office had just released its report saying that they could find no evidence that malpractice reform would decrease the cost of healthcare. Bush said “we need to get rid of frivolous lawsuits against doctors” just days after the New England Journal of Medicine said that “frivolous litigation against doctors” was not a problem for the healtcare system. Whatever papers he reads, he ignores them, even if they are the experts.
