I may be wrong, but I think you misunderstood the cartoon. You are, correct me if I’m wrong, under the impression the dancing party on the left is students. Again, correct me if I’m wrong, but the two on the right are students, and on the left are the state officials.

Cartoon is put down of students* who are being ripped off on way to privatization, in CA and around the US. (Disclosure: am faculty wife of teacher in community college, who several years ago predicted the coming “privatizing” of public colleges and goal to sell them off.)
