stupidity - no, law enforcement isn’t stupid. they have the difficult job of keeping scumbags (left and right) from taking over
guilt? depends on whether the individual officer is more dedicated to the honor of following orders or the honor of protecting the public. depends on who the “badguys” are, which depends on your point of view.
