Rusty is the Bush’s dog. He’s been “chasing his tail”, as dogs sometimes do. The theory is they don’t realize it’s a part of their own body. He’s finally “caught” the object of his torment and killed it. Only I don’t think Bush is quick enough (physically OR intellectually) to have pulled off the human equivalent. Perhaps he should consult Rusty periodically.

The dog represents the US. Have you ever seen a dog chasing it’s own tail? A good metaphor for what the US is doing in the Middle East. As you can see the dog has injured himself in the process.
