Bush Flip-Flops on ‘Surge’

President Bush was against a troop surge before he was for it. In this clip from 2005, the president says that sending more troops to Iraq would “undermine our strategy of encouraging Iraqis to take the lead” and “suggest that we intend to stay forever.”
