To be sure, if a WMD incident occurs anywhere in the world, don’t look to the cave, to bin Laden, to the laptop; don’t look to the Axis of Evil. Look to Cheney and Cheney’s handlers. Indeed, look to Halliburton, et al.

Land mines, cluster bombs, automatic munitions; these small arms deliver disaster.  How many of these orphan producing devices are made with the intention of killing or maiming? All of them.
